Patrick Cavanaugh
President
Patrick was born and raised in Tucson, Arizona and retired from Pima County government in 2025. During more than 20 years of service to the citizens of Pima County, he served as deputy director of economic development and had wide-ranging engagement in business attraction, retention, and expansion projects. Patrick previously served as the Pima County Administrator’s business services coordinator and began his public service as chief of staff to former Pima County Supervisor Ann Day. Prior to his work with Pima County, Patrick enjoyed a career as a newspaper journalist in Arizona and received more than a dozen awards including state and national recognition for his investigative reporting. He studied journalism at Pima Community College and the University of Arizona and attended Sunnyside High School. He is a veteran of the United States Army where he served as an infantry non-commissioned officer with overseas duty in Panama.
Sara Feld
Secretary
Born and raised in Tucson, Arizona, Sara currently serves as In-House Counsel for Community Investment Corporation. Sara earned her J.D. from Lewis & Clark Law School, where she focused on criminal and animal law. During law school, she received the Richard J. Peppin Scholarship for Animal Rights, a Community Service Honors Award, and recognition as a Moot Court Outstanding Oral Advocate. She also served as an Associate Editor for Animal Law Review, President of the Women in Criminal Law student group, and gained public-interest experience working at a public defender’s office. Following law school, Sara served as a Policy Fellow for the Center for Contemporary Sciences and as a Board Member and Vice Chair of Care About Climate. Before law school, Sara earned degrees in Psychology and Creative Writing from the University of Arizona. There, she contributed to the development of campus-wide sustainability initiatives that remain in operation today and worked as a research assistant and lab manager in memory and cognition-focused laboratories. Sara remains actively involved in the Tucson community through her service on the boards of Living Streets Alliance, the Pima County Bar Association, and the Pima County Bar Association Young Lawyers Division. In 2022, she was recognized as one of Tucson’s “40 Under 40” by the Tucson Hispanic Chamber of Commerce.
Ellen Moulton

Ellen Moulton is a finance and risk management professional with more than four decades of experience in public service and healthcare finance. Born in Pittsburgh, Pennsylvania, Ellen spent most of her childhood in Middletown, Ohio, and is a graduate of Miami University. Ellen and her family moved to Tucson in 1997, where she built a distinguished career in public service with Pima County. After 25 years with the county, she retired in 2025 as Director of Finance and Risk Management. During her tenure with Pima County, Ellen served in a variety of roles spanning finance, healthcare, analytics, and data governance. Her experience included work with Kino Hospital, Analytics and Data Governance, and the Finance and Risk Management departments. Across these positions, she developed a broad understanding of public-sector operations and a consistent commitment to financial stewardship, accountability, and effective management of public resources. Prior to joining Pima County, Ellen spent more than 15 years in the healthcare industry, working in financial roles that provided a strong foundation in healthcare finance and organizational management. Throughout her career, Ellen has combined financial expertise with a commitment to public service, bringing extensive experience in financial management, risk oversight, operational accountability, and healthcare administration.
